all of my statements have been based off the draft rules I saw. I am being vague so that if they change I am not totally wrong >.>

Here's a new twist: Para. 3.g "Rockets may not change shape or deploy any type of recovery system."

This would seem to limit rockets to some type of backslider/glider.

Other parameters:
.....1. 1 or 2 rockets
.....2. 2-liter bottle
.....3. Blunt nose/minimum radius
.....4. 75psi
.....5. May not change shape

Awwwww...So we can't use the ping-pong ball nose cone...:(

yes i know that type of design
However I would at the moment interpret that rule as no conical nose cones as there was a the same rule last year in egg-o-naut.
so the upper half of a 2 liter with the cap up is ok for a nose cone
or a "cone" that ends in a spherical or flat shape

But a straight rod ending in a cone with a point would be disallowed

That is my interpretation at the moment however this is based off previous years rules and my opinion may change after i see this years rules

The rules say that the nosecone must not touch the inside of the top of a 2-liter bottle cap placed on it.

I just did a test on a pingpong ball with an 2 liter bottle cap with a hole cut in the center(to be able to see). The ping pong ball does not touch anywhere exept where the cap is set on the ball
so i would consider it to follow that specification

The traditional backslider rolled paper nose cone that comes to a point would not comply. Snip tip & Insert PP ball = OK. Or maybe insert pointed end of cone into hole in PP Ball? Are there possibilities for hairsplitters to exploit the language in the rules? This is apparently a safety issue and the general rules state safety decisions are not subject to appeal. If you push the envelope too much, you may be left out in the cold!

Both of those would work
as long as the nose does not go like ^ to a point and a bottle cap sets on top it will work
since both of them end in a spherical shape they are fine.
Putting an arrow shaft on would not be correct however
